Jairo has a doctorate in electrical engineering from the University of Manchester, England, and has a postgraduate degree in electromobility. Dr. Quir\u00f3s has led studies such as the evaluation of the costs and benefits of decarbonization in Peru, the evaluation of the fiscal impact of the decarbonization of transportation in Costa Rica, both for the IDB, and the evaluation of the impacts of the decarbonization of the electrical sector in Latin America and the Caribbean, a study for the United Nations.
