EUROCLIMA+ is a regional cooperation program of the European Commission designed to support 18 Latin American countries in implementing their Nationally Determined Contributions (NDCs) in climate change adaptation and mitigation, in line with the commitments made at COP21. The program aims to identify and implement innovative projects in six priority sectors, defined in collaboration with participating countries, and to foster political dialogue at both national and regional levels. Implemented by five agencies from EU member countries and two United Nations agencies, EUROCLIMA+ focuses on strengthening institutional capacities and promoting concrete actions to address climate challenges.

In its Phase 4, the program emphasizes interinstitutional and political dialogue, with Expertise France as the main interlocutor for the AFD Group. This phase prioritizes support for public policies, particularly in the sectors of forests, biodiversity, and resilient food production, and ensures the capitalization of ongoing sectoral project experiences. Through Country Dialogues, EUROCLIMA+ works closely with National Focal Points (NFPs), sectoral ministries, and relevant institutions to define and implement priority actions tailored to the specific needs of each country or region.

In Costa Rica, the program has prioritized actions such as “Strengthening Capacities for the Implementation of the National Adaptation Policy,” which aims to enhance the capacities of subnational actors to implement climate change adaptation measures. This initiative directly contributes to meeting the adaptation goals set out in the country’s NDC, particularly regarding the implementation of local actions. EUROCLIMA+ not only supports Costa Rica’s climate policy but also promotes a participatory and collaborative approach, ensuring that solutions are sustainable and aligned with national priorities.
