Guide for Applying Robust Decision-Making (RDM) to Long-Term Strategies (LTS) and Policy Analysis

The project «Implementation Guide for Robust Decision Making (RDM) in Long-Term Climate Strategies», developed by Climate Lead Group (CLG) in partnership with the European Climate Foundation (ECF), aimed to create a practical tool to support governments and stakeholders in designing robust and adaptive climate policies under deep uncertainty. With a global scope, this initiative systematized lessons learned from previous experiences in Latin America, the Caribbean, and other regions to enhance countries’ capacities to meet Paris Agreement commitments.

The guide was developed through a participatory process, including workshops with international experts, case study reviews (e.g., Costa Rica, Chile, Colombia, Peru), and analysis of climate modeling tools. Its content covers scenario design, vulnerability assessments, and action prioritization, always integrating cross-sectoral perspectives. Key outcomes include: (1) a standardized methodological framework for RDM adaptation to diverse national contexts; (2) concrete examples of its application in sectors like energy and transport; and (3) recommendations for co-creation processes with public, private, and academic stakeholders.

The project’s impact is global, providing a technical foundation for updating Long-Term Strategies (LTS) worldwide. Notably, the guide has been referenced at international forums such as COP28, underscoring its role in promoting evidence-based and inclusive climate transitions.
