Costa Rica’s National Decarbonization Plan 2018-2050 (PdD) and its Nationally Determined Contributions (NDC) outline a clear vision for achieving a net-zero greenhouse gas (GHG) emissions economy by mid-century. As part of this effort, the PdD calls for the development of sectoral roadmaps for emission reduction, aligned with specific targets and the National Climate Change Adaptation Policy. This project introduces an innovative methodology for creating decarbonization and adaptation roadmaps for private sector organizations, aiming to guide the technological transformation toward low-emission and climate-resilient industries.
Originally designed for industrial decarbonization, the methodology has been enhanced with adaptation criteria, making it applicable to any private sector organization. Structured around five key stages (baseline, decarbonization goals and options, milestones and pillars, catalytic options and co-benefits, and reporting and monitoring), this approach integrates technical, financial, economic, and environmental aspects. It also promotes synergies between mitigation and adaptation, strengthening actions that reduce vulnerability to climate impacts and foster eco-competitiveness.
The project includes the implementation of two pilot plans to validate the methodology in specific sectors, as well as the evaluation of decarbonization options through technical feasibility studies and cost-benefit analyses. These inputs will enable the creation of marginal abatement cost curves and emission reduction scenarios for 2050. Additionally, barriers and enabling conditions for decarbonization will be identified, and training sessions for the private sector on the application of the methodology will be designed. This approach not only supports national decarbonization goals but also positions Costa Rica as a global leader in integrating mitigation and adaptation into climate action.
