The project “Study and Proposal for the Location and Installation of a Charging Station Network in Ecuador”, implemented by Climate Lead Group (CLG) for the Inter-American Development Bank (IDB), aimed to support the Ecuadorian government in the strategic planning of electric vehicle charging infrastructure as part of its Sustainable Mobility Plan. The study addressed the country’s key challenges in electromobility, including the lack of an optimized charging network, the need for technical and economic implementation criteria, and preparing the national grid for the associated demand from this technological transition.
The methodology combined advanced technical analysis of power flows in distribution networks with georeferenced systems (QGIS) to determine optimal station locations, considering variables such as urban routes, vehicle mobility patterns, and grid capacity. Simultaneously, detailed business and financial models were developed for both public and private charging stations, evaluating tariff schemes, economic incentives, and operational viability.
The process included participatory workshops with key stakeholders from the public sector (Ministry of Energy, regulators), electricity distribution companies, and private sector representatives, ensuring technical validation of results and knowledge transfer. Key achievements included the development of tools for strategic station placement in urban and interurban corridors, proposed regulatory adjustments tailored to the local context, technical recommendations to minimize grid impacts, and a clear roadmap for progressive infrastructure implementation.
The project stood out for its practical, data-driven approach and lessons learned from similar regional experiences, particularly in Costa Rica and Brazil. The results provide robust technical inputs for public policies to accelerate electric vehicle adoption in Ecuador, supporting national goals for sustainable mobility and emissions reduction.
