Has been a consultant for the Inter-American Development Bank, the World Bank, the United Nations, and the German Technical Cooperation for more than 20 studies on decarbonization, energy planning, electromobility, climate change, distributed generation, networks smart and energy storage. Jairo has a doctorate in electrical engineering from the University of Manchester, England, and has a postgraduate degree in electromobility. Dr. Quirós has led studies such as the evaluation of the costs and benefits of decarbonization in Peru, the evaluation of the fiscal impact of the decarbonization of transportation in Costa Rica, both for the IDB, and the evaluation of the impacts of the decarbonization of the electrical sector in Latin America and the Caribbean, a study for the United Nations. He has been working as a professional in electrical engineering since 2008 (14 years of experience), and is a professor at the UCR.
