Dr. Jessica Roccard

President

Dr. Jessica Roccard is an expert in climate change adaptation. She has more than 12 years of experience in the design, supervision, implementation and management of projects and programs in Costa Rica and the Region, working as a consultant for public and private institutions and international cooperation. She has led several multidisciplinary teams, as well as participated in the creation of technical tools for climate change adaptation, climate resilience, circular economy and decarbonization. D. in Environmental Planning and Management from the University of Manchester in 2014, and an MSc in Chemical Pollution and Environmental Management from the University Paris 11, she has also worked as a lecturer and researcher at the University of Costa Rica, researching and working on climate change adaptation and environmental management for 10 years.

M.Sc. Luis F. Victor-Gallardo

Technical Manager

M.Sc. Luis F. Victor-Gallardo is an electrical engineer from the University of Costa Rica. He has a master’s degree in electrical engineering from the same university. Since March 2018, he has participated as a research engineer in more than 20 consulting projects of national and international scope for entities such as the IDB and the Ministry of Environment and Energy of Costa Rica, the United Nations Environment Program and the World Bank. Since October 2017, he has produced inputs for Costa Rican government entities using energy planning models, including a National Development Plan and the National Decarbonization Plan. His skills specialize in the development of energy system models and energy decarbonization analysis under uncertainty. He is currently pursuing a PhD in sustainable energy engineering at Simon Fraser University, British Columbia, Canada.

Andrés Fallas

M.Sc. in Computer Science with extensive knowledge in Geographic Information Systems (GIS), remote sensing, and computer science.  With profound expertise in designing, planning, implementing, and monitoring the results of mitigation and adaptation projects, and providing technical support to key stakeholders. Has participated in development of projects focused on climate change mitigation and greenhouse gas (GHG) emissions management.

Lucía Rodríguez

analista – transport & resilience specialist

Lucía Rodríguez Delgado, B.S. in Chemical Engineering from the University of Costa Rica. She has worked as a Climate Policy Analyst identifying gaps and opportunities in policies to mitigate short-lived climate pollutants (SLCP). He is currently working as a Sector Specialist in Energy and Transportation for data analysis and scenario building. He has developed techno-economic assessments of these sectors for the development, update and implementation analysis of Long Term Strategies (LTS) in Latin America. As well as the evaluation of technical, operational, environmental, economic and socio-economic details associated with the reconversion of coal plants. He has developed studies in the field of circular economy such as the analysis of the positive relationship between industrial symbiosis and job creation, various life cycle analyses of industrial processes, and development of Product Category Rules (PCR). Previously, he worked on research on the production of biocrude oil from biomass as a possible substitute for fossil fuels.

Through youth organizations and volunteer work he is actively involved in climate action, advocacy, youth empowerment, and wildlife conservation and protection.

In addition to her professional development, she has received training in sustainable finance, climate negotiation, sustainability leadership, blue economy, and carbon neutrality.

Javier Monge

Has certification in Industrial Design and Digital Manufacturing, as well as experience in research at the Electric Power and Energy Research Laboratory in University of Costa Rica, working on modelling projects about decarbonization plans and energy.

Susana Solórzano

Ing. Susana Solórzano Jiménez, a chemical engineer, currently works as a modeler and analyst. Throughout her professional career, she has specialized in conducting techno-economic assessments focused on emission mitigation and decarbonization strategies in key sectors such as energy, transportation, waste management, livestock, agriculture, and refrigerants.

Over the course of her career, Susana has actively participated in several high-profile projects under the direction of CLG. Among these are the Economic Assessment for the Decarbonization of the Electric Sector in the Dominican Republic, as well as the development of the Roadmap for the Mitigation of Short-Lived Climate Pollutants in Panama and Costa Rica. In these roles, she has demonstrated her expertise as a modeler and analyst of techno-economic results. Additionally, she has made significant contributions to participatory workshops, engaging with key stakeholders and leading training sessions, fostering dialogue and cross-sectoral understanding.

Her academic background in Chemical Engineering has provided her with a strong foundation to address the technical and economic challenges associated with decarbonization processes at both national and international levels. Her commitment and analytical approach distinguish her as a key professional in the field of environmental sustainability and energy transition.

Ignacio Alfaro

Ignacio Alfaro Corrales, BSc. Electrical Engineer graduated from the University of Costa Rica. M.Sc. student in Electrical Engineering at the University of Costa Rica. His research has focused on modeling the decarbonization of the manufacturing industry both in terms of energy consumption and emissions from the processes and products used in various productive activities. Since 2020 he has participated in consultancies and studies in several Latin American countries and others, for the development of low-emission and robust strategies in the face of uncertainty, with special emphasis on exploratory computational models of sectors such as energy in industry, industrial processes, refrigeration, air conditioning, energy for productive activities in fishing, sugar cane, wood utilization, solid waste and wastewater. The studies in which he has participated include countries such as Costa Rica, Ecuador, Guatemala, Honduras, Dominican Republic, Sierra Leone, among others. In addition, he participated in the development of a tool for the construction of roadmaps for decarbonization at the level of companies in the Costa Rican industrial sector. He has also participated in consultancies related to the analysis of the transparency of data used in emissions modeling of countries. He has experience in the use of different commercial or open source programming languages for the automation of processing tasks, use of mathematical optimization tools, data georeferencing and others. In addition, he has skills in the use of data processing and visualization tools.

Jam Angulo

Jam is an electrical engineer from the University of Costa Rica, and a Master’s student in Science, Technology, and Environmental Policy at the Humphrey School of Public Affairs of the University of Minnesota. He has been part of more than eight decarbonization-focused consulting projects for institutions such as the United Nations Environment Programme, the United Nations Department of Economic and Social Affairs, the Costa Rican Ministry of Energy and Environment, and the World Bank. His skills specialize in modeling and cost-benefit analysis of decarbonization pathways in the energy, transport, land-use, and wastewater sectors and their synergies.  

Irene Rodriguez

Graduated in Environmental Management Engineering from the National University of Costa Rica. She works in climate change since 2018, conducted the National Survey of Local Governments and Climate Change together UNA and IFAM for the GCoM, advisors to legislative assembly and MINAE. He was Cum Laude undergraduate through a Proposal for Nature-based Solutions (SbN) as a contribution to flood risk reduction for the communities of the Paquita and Cañas sub-basin of Quepos. She has experience in the implementation of the GCoM National Strategy, working with cantonal climate change commissions for the development, implementation and updating of policies and cantonal climate action plans and in the co-development of climate action projects with emphasis on adaptation and governance, and has participated as a speaker and facilitator in national and international conferences, seminars and workshops. She has a Professional Certification in the IUCN Global Standard for Nature-based Solutions from the IUCN Academy, as well as constant updating in climate change and ecosystem services. She currently works at CLG as a monitoring, reporting and verification specialist and adaptation and resilience specialist for several projects.

Nabyl Quirós

Graduated with a degree in physical therapy and a technical degree in business administration. She has been working in the administrative area since 2019, working in personnel management companies, medical equipment, infrastructure maintenance. She has knowledge in national tenders, has been in charge of the administration and coordination of personnel, payroll, payment control, reports to the CCSS/INS, accounting in general, generation of invoices, updating with the Ministry of Labor on changes in legal regulations in the recruitment of personnel. In CLG she works in the administration of payroll control and reporting to the corresponding entities, coordination and control of invoices, coordination and control of payment, communication with the technical team and project consultants for the facilitation of documentation; at this moment she gives administrative support and accounting assistance in projects.

Mariana Rodríguez

Electrical engineer graduated from the University of Costa Rica, currently a candidate for the Academic Master’s Degree in Electrical Engineering. Her research focuses on the development of a methodology that integrates long-term models with the indicators of the Sustainable Development Goals to evaluate the performance of the 2030 Agenda in the framework of the Long-Term Strategies, applied to the context of Costa Rica. She currently works as a specialist project manager at CLG. Since 2020, she has collaborated in consultancies for the development of modeling strategies in various countries in the region, in projects supported by organizations such as the United Nations Department of Economic and Social Affairs, the French Development Agency and the United Nations Environment Programme. In addition, he has actively participated in the conceptualization of methodologies for the development of roadmaps for the decarbonization of the industrial sector at the national level.

Andrey Salazar

Electrical engineer graduated from the University of Costa Rica, specializing in power systems. He has worked on energy modeling and decarbonization projects, collaborating with organizations such as the United Nations Development Programme (UNDP), the German Development Cooperation (GIZ), and the World Bank. His experience includes designing and modeling greenhouse gas mitigation scenarios, assessing decarbonization strategies for industrial and transport sectors, and developing open-source energy planning tools. Currently, he works as an analyst and modeler at Climate Lead Group, contributing to the development of sustainability strategies for various countries in Latin America and the Caribbean.

Licenciada en Comunicación de Masas con énfasis en Periodismo, y diplomada en Innovación Social y Comunicación con Enfoque de Género. Facilitadora certificada en procesos participativos Metaplan y Visualización Participativa de Programas y Procesos.

Cuenta con estudios de Maestría en Gestión de Transiciones para el Desarrollo Sostenible y Gestión de Proyectos.

Costarricense con amplia experiencia en el sector de la cooperación internacional y asistencia técnica, enfocada en la promoción del desarrollo sostenible en Centroamérica. Con trayectoria en incidencia política y ambiental, promoción de energías renovables y acción climática.

Angélica Madrigal

Angélica Madrigal Brenes es Geógrafa y tesiaria de la Maestría en Evaluación de Programas y Proyectos de Desarrollo de la Universidad de Costa Rica (UCR).

Cuenta con más de 10 años de experiencia en investigación, gestión de información y datos, 6 años de experiencia en cooperación internacional y monitoreo y 3 años de experiencia en gestión y coordinación de proyectos.

Se ha especializado en planificación e implementación de proyectos, desarrollo de metodologías innovadoras y participativas de levantamientos de datos, flujos migratorios, protección de datos, procesos de fortalecimiento de capacidades de diferentes contrapartes, gestión eficiente y ágil de proyectos y ha liderado equipos amplios y multidisciplinarios

Priscilla Murillo

Project manager

Priscilla Murillo Solano holds a degree in Agronomy from the University of Costa Rica. She has worked on diverse projects, including evaluating legumes and grasses as ground cover crops, obtaining spectral signatures to map weed patches in rice fields, and analyzing climate data and sensor inputs to assess crop performance in open fields and mesh-house environments.

Her professional experience spans the development and field testing of beneficial microorganisms for phytosanitary control and biostimulation, the design of sustainable management plans for pest/disease prevention and control, and technical assistance. She has also contributed to strategic planning for obtaining Costa Rica’s medicinal cannabis cultivation license, drafted seed-capital fundraising proposals, and independently developed and managed an agricultural project.


Daniela Villalta

Stakeholder engagement specialist

Daniela Villalta-Arias holds a Bachelor’s degree in International Relations with a focus on Trade Policy and over ten years of experience in project development and stakeholder management, specializing in sustainable development. She has worked in the public sector and international cooperation, leading initiatives in sustainability and climate change. Additionally, she has contributed to documentary analysis processes on sustainability and trade, providing technical inputs for decision-making and the country’s participation in multilateral forums.

Her career highlights include the planning and execution of strategic projects within ministries and international organizations, with an emphasis on sustainable development policies and partnership-building. She has expertise in drafting technical documents, coordinating international forums, and high-level representation.

Fluent in Spanish and English, with intermediate French and basic Portuguese, she possesses strong skills in strategic planning, institutional relationship management, and organizing high-impact global events.

Laura González

Analyst - adaptacion & resilience specialist

Laura González is a Chemical Engineer from the Universidad de Costa Rica with a background in environmental sustainability, industrial processes, and scientific research. She has worked as a research project coordinator, focusing on microalgal biomass for carbon capture and sequestration and bioremediation strategies. She has also been involved with climate change adaptation initiatives, including plastic upcycling. Laura has also worked with the pharmaceutical industry at Ferring Pharmaceuticals GmbH, where she supported process optimization and quality assurance. Additionally, her academic research at CELEQ involved electrochemical studies, where she contributed to experimental design, data analysis, and scientific rigor.

She has expanded her expertise through specialized training, including Operation COP 2023 by Climate Reality and Carbon Capture courses. Fluent in Spanish (native), German, and English (advanced levels), she brings a global perspective to her work.  Laura is also passionate about the intersection of technology, sustainability, and scientific innovation, leveraging data-driven decision-making, critical thinking, and research methodologies to develop impactful solutions for environmental challenges.
