At the start of 2025, Costa Rica hosted the «Local Financing for Climate Change Adaptation» (FILACC) event, aimed at showcasing the results of five initiatives selected under the FILACC project. Part of the Euroclima Program—funded by the European Union and implemented by Expertise France—these initiatives have made significant contributions to climate change adaptation in various regions of the country. Their efforts included improved water resource management, the restoration of terrestrial and marine coral ecosystems, and enhancing the resilience of ecosystems and local communities.
The event brought together representatives from Costa Rica’s Ministry of Environment and Energy (MINAE), the European Union Delegation in Costa Rica, Expertise France, the French Embassy in Costa Rica, and beneficiary organizations of the locally financed initiatives.
Franz Tattenbach, Costa Rica’s Minister of Environment and Energy, remarked:
This project serves as a vital tool for implementing climate public policy and empowering organizations and communities within the Climate Agenda, particularly in advancing climate change adaptation and building resilience. On behalf of MINAE, we extend our deepest gratitude for your work as strategic allies in the country’s climate action efforts, demonstrating leadership in inclusive implementation as we move forward with the update of NDC 3.0.
Sylvanie Jardinet, Development Cooperation Officer for the European Union Delegation in Costa Rica, stated:
We want to emphasize that the EU will continue its efforts to mobilize climate financing, as we understand its critical role in driving us toward a climate-adapted and resilient society ready to face future challenges. Congratulations on all the hard work accomplished this year. Today, we are fortunate to gather for the presentation of results from five ambitious local initiatives and to reflect on the lessons learned along the way.

Today’s presentations by our beneficiary organizations mark the culmination of a collaborative effort between the European Union, the Government of Costa Rica, and Expertise France to advance five local initiatives that contribute to the implementation of the National Adaptation Plan. These initiatives have strengthened technical capacities in water resource management, sustainable production systems, and the restoration of terrestrial and marine ecosystems in the regions of Bijagua, Puntarenas, Talamanca, Aserrí, and the Osa Peninsula. The excellent results achieved during this phase, implemented in 2024 through the Euroclima Program, are highly gratifying for Expertise France, and we look forward to continuing this important work in the coming years.
