National Short-Lived Climate Pollutants Plan and Methane Roadmap for Costa Rica and Panama

In this context, Climate Lead Group (CLG) supported the development of a national roadmap for SLCP mitigation in Panama, integrating climate action with sustainable development and economic growth objectives. The analysis identified priority mitigation actions in key sectors, with a focus on reducing methane emissions from agriculture, livestock, rice cultivation, wastewater, and waste management, as well as lowering black carbon emissions from transport and industry and hydrofluorocarbon emissions from industrial processes. The roadmap proposed ambitious, sector-specific mitigation targets toward 2050 and combined detailed technical analysis with public policy assessment. It also demonstrates how reducing SLCPs can deliver multiple co-benefits, including improved public health, environmental protection, and economic resilience. By providing robust, evidence-based inputs and a monitoring, reporting, and verification (MRV) framework, the study supported informed policy design and offered a replicable model for SLCP mitigation across the region.
