Support in the Oversight of a Cost-Benefit Analysis of Panama's Energy Transition Scenarios

In the project “Support in the Oversight of a Cost-Benefit Analysis of Panama’s Energy Transition Scenarios” Climate Lead Group (CLG) developed long-term prospective scenarios for the energy and transport sectors, considering the national context, future uncertainties, and multiple policy objectives, including greenhouse gas (GHG) emission reductions, job creation, and social equity. Using integrated cost–benefit analysis (CBA) and Robust Decision Making (RDM) methodologies, the study assessed the economic, fiscal, and social impacts of alternative policy options, enabling a transparent comparison of trade-offs and benefits across scenarios. The project also incorporated a broad stakeholder engagement process through technical workshops and interinstitutional dialogue. This participatory approach supported the co-design of scenarios, strengthened national capacities, and enhanced institutional ownership of the results. Through this work, CLG contributed to building a solid, evidence-based foundation for a viable, efficient, and socially inclusive energy transition, supporting Panama’s pathway toward the decarbonization of its energy and transport sectors by 2050.
