Action Plan to Achieve Carbon Neutrality in the Tourism Sector and National Climate Adaptation Strategy for Tourism in Panama

Climate Lead Group (CLG) supported the Panama Tourism Authority, the Ministry of Environment, and the Inter-American Development Bank in the development of two strategic instruments for the tourism sector: a Tourism Sector Carbon Neutrality Action Plan and a National Climate Change Adaptation Plan for Tourism. The project combined data analysis, emissions modeling, and climate scenario assessment for the 2030 and 2050 horizons with participatory processes involving key tourism stakeholders. Both plans were developed in close alignment with Panama’s Inclusive Low-Emission and Climate-Resilient National Socioeconomic Development Strategy to 2050 and the National Adaptation Plan. The work provided a robust technical foundation to identify mitigation and adaptation priorities, while also designing monitoring and communication mechanisms to support effective implementation. Through this integrated approach, CLG contributed to positioning tourism as a strategic sector for climate action, supporting a transition toward carbon neutrality and increased resilience while safeguarding the sector’s long-term competitiveness and sustainability.
